In opening remarks. Supervisor chairman E. P. Luke reported that the county’s budget for fiscal year 1978-1979 was based on a 20 cent increase in property taxes to $4.20 per $100 of assessed value and an amendment to the utility tax ordinance applying a county tax of 20 percent on the first $15 of telephone and electrical bills.
