Irwin stated that Virginia needed a constitutional amendment giving localities those powers not specifically delegated to the state. Under the Dillon Rule, the current law of the land in the Commonwealth, those powers not specifically delegated to local government are retained by the state.
"We need to develop a new religion...of respect and support for the farmer—financially and ethically," Irwin maintained.
Miller stressed that the general public needs to realize that farmers in this area pay more than their fair share of service costs through property taxes.
