Dave Konick pointed out that the country’s system of government was a republic, not a democracy. Under a democracy, he explained, all the voters of Rappahannock would join together at a town meeting to decide issues. In a republic with 80 to 90 percent of the people not informed enough to reach an intelligent decision, then it is the responsibility of elected officials to make decisions, according to Konick.
