teachers already in the Rappahannock system to pursue certification in special education and learning disabilities, Mrs. Potts noted that she was doing so. Bloomer maintained that it was difficult to know which out-of-state colleges offered degree programs in fields like learning disabilities. Efforts to find new teachers are further hampered by the limited time the administration is able to devote to recruitment, according to the Superintendent.

In addition to the lack of applicants for vacant teaching positions, Dr. Bloomer had other bad news to relay to the Board. He announced that the Superintendent of Schools in Warren County had requested that all of Rappahannock's files and records—left from the time when Rappahannock and Warren were a combined system—be removed by July 1.
"It finally caught up with us,” Mrs. Massie remarked, adding that the Rappahannock Board was "duty bound" to comply with the request.
“Where are we going to put them?” asked Board member Arthlinda Quaintance.
