Supervisors to increase the school budget by $39,000 over the $1,360,879 proposed by the School Board. Maintaining that serious deficiencies existed, Bomberger requested (1) $12,000 to adjust teacher salaries so that instructional personnel would get the 6.8 percent cost of living raise awarded other county employees while retaining the regular step increase promised teachers in their contracts (2) $5,000 to adjust the extra-duty pay scale upwards for the first time since 1972 (3) $12,000 to provide $200 per person towards fringe benefits afforded to 95 percent of all other Virginia teachers (4) $10,000 to cover the minimal requests by department heads for basic school supplies.
Bomberger stated that he was making his plea to the Supervisors because “the School Board members had based their budget proposals on what they felt the Supervisors would approve. He charged that this "faulty rationale” resulted in an inadequate budget that didn’t even contain “sufficient funds for badly needed books and supplies.” Recalling that the School Board had previously held two hearings on the school budget, Luke asked Bomberger if he’d made the same requests to that Board. Bomberger answered that the proposals made to the Supervisors had been included in the original RCEA request presented to the School Board. He continued that the School Board, instead of allowing the RCEA requests, had decided instead to go with the budget presented to them by Superintendent Dr. William Bloomer.
