"Nobody in the school system came to this Board and asked us what we would approve,” Luke added. Whatever problems are in the school system are for the School Board to resolve,” he claimed.
Criticism Misplaced
“It’s time for us to stop jumping on Mrs. Massie and the School Board,” said Newbill Miller. “The state’s not funding us in an equitable manner based on their formula (for allocating money to localities for education). It doesn’t do what it says it does,” he insisted.
The formula, Miller continued, is alledgedly based 50 percent on market value of land sales, 40 percent on individual incomes and 10 percent on retail sales. These factors should all even out for Rappahannock since the county’s land values are high while incomes and retail sales are low but this is not the case, according to Miller.
Based on revenue returned to localities under the state formula. Miller noted that Rappahannock is deemed better able to pay for education than Culpeper, Madison or Page counties. If the county’s chief problem in providing quality education is lack of funds, then complaints and pressure should
