Superintendent wmiam Bloomer handed out copies of the several hundred page document while announcing that the deadline for submission was July 15—just four days away. He noted that former assistant superintendent Ray Hogan had returned for four days to complete the project in time for the Board’s approval at the July meeting. "Basically, it’s the same as what we had this year,” Bloomer said, adding that there had been minor changes dictated by federal guidelines and availability of funds.
“I’ve made my feelings known on this type of presentation before,” responded School Board Chairman Beverly Massie. In the past, Mrs. Massie has been critical of the administration’s habit of coming up with plans and proposals for the School Board to read, study and adopt—all at the same Board meeting.
