In the first, Jacobsen agreed to the Supervisors’ request for a public hearing on the swap but only after legal questions were resolved. In the second letter, Jacobsen announced that the proposal had been dropped.

Luke said a public hearing would be scheduled for the Sperryville area if “this thing eve.- comes back up again.” He concluded that, as far as the Rappahannock Supervisors were concerned, the land swap was a “dead issue.”
