Title programs with both teacher and aide positions funded with federal dollars. Beginning this year, students in Title I primary programs will be mainstreamed into regular classes and will receive special instruction in “groupings” rather than selfcontained classrooms. The county will be responsible for funding the teaching positions while the six aides for Title classes at the elementary school will be paid for with federal money. In addition, the reading and math lab teaching positions will be federally funded. Title I instruction is concentrated in reading and math. Teaching materials can not be the same texts as used in regular classes in accordance with the requirement that federal funds may be used to supplement but not supplant normal instructional programs.)
“Are you satisfied with the revisions on the Title I reading projects?” Mrs. Massie asked elementary principal Graham Spencer.
“There are changes we talked about making but couldn’t due to guideline limitations,” he answered. "I hope so and I think so that this will help but I can’t say positively...It remains to be seen.”
