Although he acknowledged that the BZA was a creation of the Board of Supervisors, Davis maintained that the Supervisors weren’t automatically responsible for the BZA’s debts. The BZA must have approval from the Board of Supervisors “prior to incurment of indebtedness,” he stated. If the Supervisors approve the indebtedness, he said, they're obligated to pay.
If the Supervisors have not approved the indebtedness and made it a budget item, “then I don’t think you can pay for it legally,” Davis maintained, adding that the Supervisors were obligated to pay only SI,800 towards the BZA’s legal bill.
