Regulations governing Title programs require that teaching materials be different from those used in regular classroom instruction. There’s a battle going on now, Bloomer noted, over "how different do you have to be in order to receive HEW Title 1 funds.” Eventually, he said, the Rappahannock School Board may have to make a decision to go with regular teaching materials and not accept Title I funds if the transition problem between the two systems can't be resolved.
Bloomer later noted that changes in federal guidelines to require that Title students be mainstreamed may also help improve transition problems.
