Douglas Baumgardner, representing the Rappahannock County Recreation Association, noted that the 6.5 acre Recreation Center on Route 211 was currently administered by the Recreation Association. He explained that lack of ties to local government blocked opportunities for federal and state grant money for improvements at the Center.
If the Authority was created, he said, this new body could apply for federal funding. He emphasized that the Supervisors' only responsibility would be to appoint members to the Authority. "So you will have that amount of control," he told the Board.
Baumgardner stressed that the Authority would have its own revenue raising capabilities and wouldn’t require appropriations from the general fund. He said the Authority, if created, would
