No Building Inspector

"The building permit was issued late in 1978, and it's just coming up now,” said Gardiner. “There should be some way of checking on these things,” he said. “We don’t have any way,” responded McNear. “If we had a building inspector and we will one of these days...” “I hope not, I hope not,” Gardiner interjected.

“One of these days we will,” the Zoning Administrator repeated.

“Then he’ll be taking money under the table,” claimed Gardiner. (State law calls for counties to have a building inspector. Rappahannock’s failure to meet this mandate has been brought to the attention of the Virginia Attorney General's office in a letter dated May 2 from C. S. Mullen, Deputy Director of Building Regulatory Services. In his letter, Mullen cites section 36-105 of the Virginia Code that requires local government to enforce regulations of the Statewide Uniform Building Code.

(Mullen’s involvement came after a home owner here requested an inspection by the state after learning that the county did not provide inspection. The state inspector found 15 plumbing violations.

(When asked what action was contemplated, James Naggles, the assistant attorney general assigned to the matter, said he had “no comment on the case at this time.”)
