roused anger and resentment instead of interest as the board members railed against the additional costs of the special programs. We hope that Eastham s investigation of what Title I means will spark his curiosity on other special programs and the special needs of the children involved.
Robert Eastham may yet hush the opposition to his appointment voiced by the citizens of Wakefield District and echoed by the Rappahannock News. But he needs the cooperation of the School Electoral Trustees—C. E. Johnson, Granville Eastham and Christine Johnston.
The Trustees do Eastham a disservice by allowing a cloud to hang over his appointment. We suggest they meet again to repeat in open session the vote naming Eastham and Charles Eldred to the School Board.
But before Eastham is voted on. the Trustees owe the citizens of Wakefield District and Rappahannock County an answer to the conflict of interest questions raised regarding Eastham’s appointment by a three-member board that includes his brother.
The applicable statute is too ambiguous for a layman to interpret. It may be that there is no conflict under a strict interpretation of the law. Or it may be that Granville Eastham can resolve the controversy by refusing to accept his $25 per meeting payment.
We understand that an Attorney General 's opinion on the issue has been requested. Good questions need to be answered. Then and only then will public confidence in local government be restored.
