Federal concern for community welfare, to be constructive and truly helpful, should be wholistic in character. projects willy-nilly which would put Washington statistically out of the distressed category could in fact occasion all kinds of distress one hadn’t dreamed of. Until we can think in terms of over all community needs and benefits, we ought not let ourselves be persuaded that figures in and out of a computer can accurately describe our condition.
