special session, to reconsider bills vetoed or returned by the Governor. No other business could be conducted. This session could be extended for not more than seven additional days, if approved by a majority of the members in each house.
The Constitution also provides that a bill be sent to the Governor after it is signed by the presiding officers of the Senate and the House of Delegates. At present, these presiding officers must sign a bill within 20 days after adjournment of the General Assembly.
