now permits the General Assembly to authorize local governments to extend real estate tax exemptions to low income people who are sixtyfive years of age and over or are permanently and totally disabled. Since mobile homes are classified as personal property, not as real estate, their owners are not eligible for the exemption.

The proposed amendment would permit the General Assembly to authorize localities, at their option, to extend equivalent property tax relief to eligible persons who own property, such as mobile homes, that is used as a permanent residence.
