Question 4: Shall Section 6 of Article X of the Constitution of Virginia be amended to authorize the General Assembly to permit certain tax exemptions for property whose purpose is to replace oil or natural gas generating equipment installed after December thirtyone, nineteen hundred seventy-four?
All allowable property tax exemptions must be listed in the Virginia Constitution.
The proposed amendment would permit the General Assembly to allow local governments to exempt or partially exempt from taxation generating equipment installed for the purpose of converting from oil and natural gas to coal, wood, wood residue or other alternate sources of energy. Th^ generating equipment must be used in manufacturing. Each locality could decide whether to give such property tax relief, for how much and for what length of time.
