Bob Dennis, director of he Piedmont Environmental Council, reported that countie with general land use taxation have found that it doesn’t do much to slow the conversion of farm land to more intensive uses while it does “impact the county treasury.” He added that both Loudoun and Fauquier counties are considering a reversal of county-wide land use taxation.

In addition, a general land use ordinance is “quite easy to get around,” said Dennis, indicating that speculators often obtain benefit from the preferential tax treatment intended to help farmers.

“If the small farmers don’t have a break, we’re going to have to sell out land to subdivision,” said Flint Hill orchardist Herbert Foster, adding that he and his two sons “work daylight to dusk and we can hardly make it.”
