Double Talk Charged Claiming that the public has been "misled by double talk,” school board member Robert Eastham criticized his board’s majority decision to absorb the supervisors’ $189,100 cut to the school budget without touching proposed salary increases and fringe benefits. He recalled that chairman E. P. Luke informed the school board that the supervisors wanted payment of hospitalization premiums deleted from the school budget. Provision of three per cent annual salary towards hospitalization premiums was included in the budget “on demand of the local NEA,” claimed Eastham. He added that the supervisors also wanted the 12.4 salary raise, likewise "demanded by the NEA,” reduced to 10 per cent.
Eastham acknowledged, however, that the supervisors cut $189,100 from the bottom line of the budget rather than specific categories, telling the school board that “it’s up to you to take the cuts where you think best.”
Action taken by majority vote of the school board resulted in only $60,000 worth of actual cuts, according to Eastham. The rest came from ‘‘double bookkeeping, double talk and Chinese arithmetic,”
