Baldwin offered an amendment to Wood’s motion which stipulated that land use will be tried for a year and then studied “to see how many people are in it and what happens to taxes on old people and poor people.” With the amendment accepted by Wood, Baldwin voted in favor of the general ordinance.
Passage of the ordinance makes use value taxation available county-wide for the 1982-83 tax year, the same time that the new 100 percent fair market value assessment becomes effective.
