He joined the department in 1961 as a skilled laborer at the Manassas residency, became an inspector trainee the next year, and transferred to Fairfax as a construction inspector in 1964.
He was promoted to project engineer in 1973 and held that position at the Leesburg and Warrenton residencies.
Moore is married to the former Janice Campbell of Front Royal and they have three children, Jennifer, 9, Robyn, 7, and Robert, Jr., 4. The family resides in Purcellville.
Moore will assist Donald R. Askew at the residency which is responsible for the maintenance and construction of highway and related transportation projects in Rappahannock and Fauquier Counties.

Mrs. E.M. Jones entertained the Washington Bridge Club at her home Thursday evening.
Those playing were Mrs. Elmo Flynt, Mrs. H.M. Keyser, Mrs. Paul Miller, Mrs. L.J. Turner, Mrs. Harold Scoggin, Mrs. Rex Lindstrom, Mrs. Earl Edmonds and Mrs. Ian Pryde.
Prizes were won by Mrs. Turner, Mrs. KeySer and Mrs. Flynt.
