"The school is the issue," agreed BZA member Josef Gardiner. "What they decide are their religious activities are none of our business."
He reported on a recent account carried in the national news media about a public school in Oregon taken over by a church group after problems with drugs and crime couldn't be controlled.
Complimenting the behavior of the Massanova students sitting in the courtroom for three hours of a public meeting. Gardiner suggested that the church group might want to take over Rappahannock's publicschools. His proposal brought wide smiles, head nodding and a round of applause from the audience.
Mrs. Donald recalled that Rappahannock students had been equally as well behaved when they sat in on a supervisors’ meeting a few years ago.
"You'd have been empressed by the Rappahannock County High School students if you had seen them!" she told Gardiner. "I have a very high regard of what the high school does with what they have." concluded the RCHS substitute teacher.
Public schools are not educating students; that's the reason why parents are opting for private institutions, Gardiner countered.
In regard to the contention that the Pentecostal school and.-or campground have been detrimental to property values on Aaron mountain, Margaret Settle noted that her husband, a construction worker, has not had employment for four months. "People are not building and they're not buying. It's not our fault." she said of the failure of real estate to sell in the neighborhood.
By unanimous vote, the BZA granted Massanova Church a special use permit for a private school with a maximum enrollment of 50. contingent upon health department approval of a septic system that must be in operation by August 30, 1982.
