Estes suggested that the $5,000 be drawn from last year’s surplus. “But we’ve been dipping into that contingency fund to take care of the Equalization Board since July,” Latham responded.
Before specifying the source of the money, the supervisors voted, 3-0, to approve the $5,000 allocation. (Supervisor Clarence Baldwin was unable * to attend Monday’s meeting due to illness; Latham was silent on the vote.) “Now where are we going to get the money?” the supervisor chairman repeated.
“We’ve already committed ourselves. There’s no hedging. We’ve got to find the money anywhere we can,” said Estes. By consensus, the board agreed with Supervisor H. B. Wood’s suggestion to use unexpended funds guaranteed for engineering work on the final design of Sperryville’s sewer system. (Last June, the supervisors okayed a loan of up to $105,000 to the county’s Water and Sewer Authority. That amount was included in the 1982-83 budget; to date, approximately $20,000 has been spent.)
Estes, who district includes the village of Sperryville, emphasized that no additional county funds will be expended on the sewer project unless and until a community development block grant is awarded in August.
