After all, it is a creature of their own design, and their team of high-pressure lobbyists propelled it through the General Assembly to passage with little difficulty. The measure was enacted in 1976 and provided for the establishment of The Virginia Division of Litter Control the following year. The industry got behind the legislation because of mounting public outrage over the growing amount of roadsite trash.
