William L Bower, 47, has been named Culpeper district engineer, succeeding Donald B. Hope, 62, Culpeper district engineer since 1967, who retired Jan. 1 after 35 years of service with the department.

Mr. Bower has been Lynchburg assistant district engineer for construction since 1978. A graduate of the Virginia Military Institute, he entered the engineer-trainee program in 1959. He was named assistant resident engineer at Franklin in 1966 and resident engineer at Halifax four years later.
