All this is backed by the industry’s own program to reduce highway litter. Keep Virginia Beautiful, Inc. Both the Division of Litter Control and Keep Virginia Beautiful cite impressive statistics to prove that they have, indeed, reduced trash on the roads.
Their statistics notwithstanding, the state Department of Highways and Transportation appears somewhat underwhelmed by their achievements. A spokesman told me recently that the cost to the taxpayers for Highway Department crews to keep the highways clean is about the same as it was before the Division was created.
