The big story expected in the 1983 General Assembly session will be money, judging from reports on^he $200-5300 million shortfall anticipated by Virginia Governor Charles Robb.
While Delegate Raymond R. "Andy” Guest stops short of characterizing Robb’s financial concerns as much ado about nothing, he maintains that the money problem may have been overblown into too much ado about next to nothing. “The latest figure I’ve heard is $200 million for (he biennium. That’s out of a budget of ^$11 -SI2 billion. I don’t know what that works out to on a percentage basis but it’s not a whole lot,” Guest said in a telephone interview from his home Monday afternoon.
