Wood’s contention that if the state is going to give the county a list of regulations and specifications which Rappahannock’s jail must meet, then the state should also be willing to foot at least part of the bill for renovation work necessary to achieve that compliance.
But the Virginia Code gives responsibility for building and repairing jails to meet State Department of Corrections minimum standards to the board of supervisors, not to the state.
We join the supervisors in hoping that reimbursement for half the estimated $163,000 for the renovation project will come from Richmond. But if it doesn’t, then the board must dig down into the county coffers for the entire amount.
Provision of jail facilities is one of the most basic local services. The functioning of the criminal justice system is hampered when those jail facilities do not exist.
Our system provides for legal representation for everyone charged with a crime. If'an indigent can’t afford an attorney, one is appointed, the expense borne by the state.
Clients need to confer with their attorneys. They need to be able to talk to their lawyers about their defense. Often that court-appointed attorney is the defendant’s only connection with the world beyond the bars of the jail. It works a hardship on both when the lawyer must travel three hours on a round trip drive to the jail in Woodstock to see a client.
