In past years, Common Cause of Virginia has not been notably successful in gaining a sympathetic ear from the General Assembly leadership when it had programs it wished to advance. As a general rule these programs have been regarded as too “liberal” - or at least too disturbing of the status quo - to merit serious consideration.
But this is an election year, and Common Cause may have come up with just what the doctor ordered for legislators who are becoming increasingly concerned about the public perception of the way they transact the public’s business. That perception is one of confusion in the best of times, and utter chaos in the worst. The worst, unfortunately, usually comes in each session’s closing days when the really critical decisions are being made.
The need to make the Assembly’s procedures more orderly, simpler and more comprehensible to the public-at-large has long been acknowledged. The Common Cause proposal may have started the ball
