Among those statistics: Virginia ranked below 33 other states in teachers’ salary in 1981-82. The effective buying income of Virginia families compares well (16th in 51) yet tax revenue is low. As a percentage of personal income, Virginia schools rank 45th in 51 in state and local revenues.
