The slurry pipeline is shaping up as a lobbying battle between pro-pipeline forces — Virginia Electric and Power Co. and Transco Coal Co. — and the railroads, led by CSX Corp.
Vepco wants the pipeline built between Southwest Virginia coalfields and Hampton Roads, because it says it is cheaper than having coal hauled by rail.
Railroads are opposed, however, because they say it would hurt their business, among other reasons.
Railroads and other landowners could block pipelines, since Vepco and others do not have the right of eminent domain to acquire land for building them. Pro-pipeline forces are seeking such condemnation rights from the assembly.
