Such a pronoucement from the stubborn Willey means the proposal may be doomed, because his committee would have to approve such a biD.
Robb has been silent on the proposal, which some have interpreted as a sign that the governor is also opposed.
The governor’s budget will also include his proposals for merit pay for teachers, and for a $30 million high-tech center that would be located in Northern Virginia.
