He acknowledged that some people have criticized what is intended as an identification aid for kidnapped or lost children. “We’re only doing it as a public service,” he noted, pointing out that parents will retain the single copy of their children’s fingerprints. “We can’t keep juvenile fingerprints. If a juvenile is charged with a crime and we have his fingerprints, after he’s convicted, we have to tear the cards up and throw them away. We can’t keep ANY fingerprints from juveniles on file."
Woodward emphasized that the fingerprinting program (which is strictly voluntary) is mieant to be a safeguard for .parents. “We get reports or missing children every day. A child kidnapped as a baby can change a lot over the years. If the parents have fingerprints of the child, a positive identification can always be made, even if it’s years later. We’ve never had a kidnapping in Rappahannock that I know of and I hope we never do. People say it can never happen in Rappahannock County,” Sheriff Woodward said. “But you never know who will come through on Route 211.”
