Mississippi, for example, has the lowest per capita personal income ($7,408 in 1981) of any state in the union. Virginia ranked 23 at $10,349.
The VEA added that per capita personal income in Virginia has risen by 159 percent during the past decade. During that time the state’s teachers’ salaries rose 97 percent. VEA research director Ralph Shotwell says such comparisons show that Virginia can do more to support the state's schools. Shotwell believes Virginia remains substantially behind other states in its financial commitment to public education.
