Supervisor Hubert Gilkey agreed that pre-prepared meals might be the best solution to the food problem at the jail.
“It’s certainly a lot cheaper than caterers,” added Supervisor Clarence Baldwin, asking for an estimate on the number of prisoners Woodward expects to have incarcerated based on last year’s total.
“I can’t do it based on last year,” the sheriff replied. He explained that the judges knew Rappahannock had no facilities and that its prisoners were fanned out to jails from Woodstock to Charlottesville — wherever there was space. “The judges took that into account in sentencing,” he said, noting that alternatives of community service, work release and probation were frequently substituted for time behind bars. "The only people they locked up were the people they’ve had to...That won’t continue once our jail is ready,” Woodward predicted.
Pressed again by the supervisors for an estimate, the sheriff said “I think we’ll average six per day through the year.”
