The governor himself was said to have twisted many a senator’s arm last year in seeking the age of 21, but it isn’t yet clear how vigorously he will try to persuade them on the issue this session.
Highway funding, always a subject of debate in the legislature, may be put off until 1985. At least that was the consensus during a meeting Tuesday of the Joint Legislative Audit and Review Commission.
A study by JLARC staff recommended major changes in how state highway funds are allocated.
But at the urging of JLARC Chairman Hunter B. Andrews (D-Hampton), the commission will submit a resoluion calling for a General Assembly panel to study the JLARC proposal before making proposals next year.
The JLARC action was expected, since Andrews and other senior members of the panel — many of them from Tidewater — were wary of the proposal, which would mean less highway money for their areas.
