One week ago, on May 31, an amendment to a bond application for the project was approved in Front Royal by the Industrial Development Authority (IDA).
Snead asked the supervisors to endorse the bond financing, stating that the bond,which is for $5 million, was unrelated to other concerns about the project.
Confusion set in: Was the bond related or wasn’t it?
Dean Pope, bond attorney with Huton & Williams of Richmond, said that supervisors’ approval of the bond only showed that the highest elected officials of the county were “aware of the project.”
Awareness on the part of the supervisors was all that is required by Virginia Code, Pope said.
Citing the same law, Zoning Administrator David Konick disagreed. “Under that act, public approval is required before bond issuance,” he said.
