ordinance for rental property, but directed the town Planning Commission to consider such an ordinance.
The council struggled with ways to assure that outstanding water bills would be paid in cases where the tenant leaves the property and cannot be found. The council’s feeling was that the landlord becomes responsible for the Unpaid bill.
In cases where the property is sold with an unpaid water bill, several members suggested that a lien be put on the property. Town attorney Franklin Reynolds told the council that there may be an existing state law making this an automatic lien. He agreed to find out if this was the case. Meanwhile, the mayor said that he would request that local attorneys and realtors determine if there are unpaid water MQs before closing a sale.
In other business, the council:
• Agreed to put up the town tree, possibly buying a live tree, using town employee Ray Pullen with possible help from prisoners at the county jail. Mr. Wickens agreed to supervise.
• Directed Mr. Fisher to reimburse Ray Pullen for mileage at his discretion. Mr. Pullen uses his personal vehicle while doing work for the town.
• Gave Mr. Fisher permission to proceed with alterations to the town hall that would make it suitable for storage of town equipment, at a cost not to exceed $2,000.
• Confirmed that the fees paid foi services of the county’s zoning administrator and building inspector go to the county; and
• Proposed the names of Ruth Critzer, Charlie Eldred, Carol Frizzel, and Nina Norman be submitted to Judge Robertson as candidates for the BZA.
After the executive session, the council reconvened in open session and approved the minutes.
