Administrative assistant John McCarthy reported that with the final audit of the grants that funded construction of Sperryville’s sewage treatment system, the Water and Sewer Authority is in a position to repay the loans made by the county to the WSA from 1982 to 1986. With the board waiving the one percent interest it originally asked for on the final $8,528 loan, the total comes to $30,420. Not budgeted as income, the money will go into the county’s general fund as surplus.
The board accepted the low bid of $5,542.38 from Everett Estes for a new fiimace for the courthouse. The county’s insurance carrier, in effect, condemned the old ftirnace, according to Mr. McCarthy. “They said either find a new furnace or a new insurance company.”
Tabled until the January meeting was an offer to purchase the county-owned Scrabble School property.
The final minutes of the meeting, the last for outgoing Supervisors Newbill Miller and A1 Henry, were given oyer to goodbyes. Mr. Miller, a veteran public official who has served on the Board of Supervisors, the School Board, the county Planning Commission and as mayor of the town of Washington, chose not to run for re-election in Hampton District in November. He thanked his fellow members for the courtesy and friendship they have shown, adding “my respect is now greater for every one of you than when I came on the board, and I liked and respected you then.” He noted that even in executive session, “when there’s no one to watch or listen,” the men sitting around the board table have never shown “selfish motivation.” For government officials, “that’s rare,” Mr, Miller cohcl WWwf8
