His commitment, his intensity are rather incredible,” Rev. Hobson added. “He’s gruff — like a teddy bear — sometimes, but he’s dedicated to what he’s doing.”

Mr. Leggett agreed that “sometimes in the heat of battle he doesn’t pull any punches, and that sometimes irritates people. But he’s tremendously competent, and has good judgement, and people end up respecting him for that.”

“I’ve seen him grow a lot in the last six years,” Mr. Leggett added. In fire departments, like any other organization, sometimes it’s hard to get people to compromise, he said. “He understands how to work with people to get them to reach a consensus.”

Along with the respect of the . volunteers, Washington’s fire department has also increased its support among the members of the community it serves, Mr. Leggett said. And, as the respect and confidence in the department increases, that translates to moral and monetary support, he explained.
