share of the state’s education money, which is allocated on a perstudent basis.
The final figures on the enrollment for the year will be available in March, which Dr. Gangel feels will confirm the upward trend. As a result of the indicated increase, the Board of Supervisors approved a supplemental appropriation for the high school expansion project in December, which puts the project within $12,000 of meeting its budget.
4. Reassessment: The talk of the county during the month of October was the new property assessments. Residents found the value of most properties increased anywhere from 10 to 50 percent, with a corresponding rise in taxes.
Although the assessement board heard all landowners who asked for a hearing, according to several members of the board in most cases the assessments remained the same. Members of the board blamed the sharp rise on some properties on an under-assessment six years ago.
5. Subdivision ordinance: Not since the fight over the rewriting of “Old Blue,” the county’s 1973 zoning ordinance, have revisions of zoning law stirred so much controversy. The Planning Commission struggled with amendments to the ordinance for most of the year, attempting to strike a balance between those who wish to keep the county’s rural character and heritage and others who see a need to provide opportunities for young people to share the ownership of land in the county.
Particularly difficult was the family transfer provision, under which families may divide property and deed it to other members of the family without complying with all the provisions of the ordinance which apply for other transfers.
In the end, the supervisors adopted an ordinance which contained a clause that family subdivision followed by sale within a year constituted evidence of an attempt to circumvent the ordinance’s requirements.
6. New faces on the board: The Board of Supervisors underwent some changes this year. After the sudden death of Supervisor J. R. Latham last December, A1 Henry was appointed to fill the balance of the Jackson District representative’s term. Mr. Henry then announced in April that he would not stand for election to a full term in the fall.
Meanwhile, Newbill Miller, who has served the county in a number of positions for the past two decades, also announced his intention to retire at the end of his term.
