Guest, who represents Fauquier, Rap• |>ahannock, Clarke and Warren counties, plans to introduce pari-mutuel legislation early in the 1988 General Assembly session, which opens Jan. 13. Gov. Gerald L. Baliles, who voted for pariWutuel betting as a delegate in 1978, has de,, dined to say if he will support legalized gambling ' on horse racing a second time around. The Republican delegate, who is considering a run for the governorship, said he thinks the General Assembly and the public may be prepared to approve racetrack gambling, given voter support for a state-sponsored lottery last •November. Of the lottery vote, said Del. Guest: “It . marks perhaps a change in the attitude toward betting in the state.” Virginians rejected pari-mutuel betting in , 1978 by more than 200,000 votes. The Piedmont-based Virginians For Racing, which will lobby the General Assembly and perhaps the governor, wants the question of pari. mutuel betting put to referendum to let voters decide, rather than a simple show of hands by the 140-member General Assembly. “I expect it ought to have a referendum at least in the locality where the track would be located,” Del.
