NOTICE OF BORROWING
COUNTY OF RAPPAHANNOCK

On April 3, 1989, the Board of County Supervisors of the County of Rappahannock, Virginia (the “County”) adopted a resolution (the “Resolution”) authorizing the County to borrow $19,448.06 for the purpose of financing the purchase of equipment for school purposes through the Governor’s Educational Technology Initiative Procurement and Financing Program and to issue its $19,448.06. General Obligation School Bonds, Educational Technology Series (the “Bonds"), for sale to the Virginia Public School Authority. The Resolution was adopted pursuant to authority granted by the Code of Virginia 1950, as amended.
On April 12, 1989, the Board of County Supervisors of the County caused a certified copy of such resolution to be filed with the Circuit Court of the County. For a period of thirty (30) days after the date of such filing with the Circuit Court of the County, any person in interest shall have the right to contest the validity of the Bonds or the taxes to be levied for the payment of the principal of and the interest on the Bonds. Under Section 15.1-212, Code of Virginia 1950, if such contest shall not have been begun within the thirty (30) day period, the authority to issue the Bonds, and the validity of the taxes necessary to pay the principal of and the interest on the Bonds, and the validity of any other provisions contained in such resolution and all proceedings in connection with the authorization and the issuance of the Bonds shall be conclusively presumed to have been legally taken and no court shall have authority to inquire into such matters and no such contest shall thereafter be instituted.
