took no action on that. She explained that the main reason for the $12,322 increase in local funds requested for that budget is the cost of foster care. Ms. Bowen said that Rappahannock County has a large foster care population for a county of its size.
She said she hopes to focus the department’s efforts more in the area of prevention to try to solve family problems before they become so severe that children must be put in foster care. Some of these situations “festered,” she said.
Earlier, the supervisors talked with County Treasurer Frances Foster about how county funds are invested. The issue came up earlier this year when the county had to borrow money for five days to meet an end-of-the-month payroll because a certificate of deposit wasn’t due to mature in time.
Mrs. Foster said that 14 days was the shortest term she could get certificates of deposit for. “I don’t think much of money market funds,” she said. “I think certificates of deposit are better.”
