Mr. Gooch suggested that the council allow the two attorneys to work out language for the two ordinance amendments and schedule a joint public hearing, “to hear if the people want it or not.”
Mr. Smoot, however, objected to the planned application of the Historic District Ordinance to any parcels created from the combination of town and county property, as is proposed under the joint agreement. “Why should we bear the burden and take the hardship for something that someone else did wrong?” he asked.
Mr. Gooch replied that, “in return for giving up open space, we (the town) say we want the Historic District Ordinance to apply to anything that you build. That’s the tradeoff ... if not, I don’t support that plan.”
