On the expenditure side, the state budget is almost all committed. This is an extraordinary change from just a few years ago. A major, and increasing, proportion of the state budget is in areas which politicians like to term “uncontrollable” — pensions, welfare, education and the like. But where are the funds to address emerging priorities such as transportation? Crime prevention? Educational opportunity? And economic development in Southwestern Virginia? It’s simply not there. The money’s been spent.
