Cava said she felt such legislation was needed, not because of any situation in Rappahannock County, but because of instances that have occurred in other parts of the state.
The School Board also considered the cost of health insurance for employees next year. Dr. Gangel showed the board one page of a 99' page draft report on next year’s proposal for Blue Cross-Blue Shield health insurance. This year, as it has in the past, Rappahannock school employees can be covered by a Blue Cross-Blue Shield group policy cov. ering all school system employees.
Starting next year, school system employees will be eligible to participate in a plan with all state employees in the group. The monthly premium for that plan is currently about $6.70 less for a single subscriber than the school system plan, Dr. Gangel said, but he explained that this didn’t say anything about what the premium would be next year.
“The thrust of the draft proposal is that it would put more of the premium on the employer,” he said. He noted that the school system is currently contributing 66 percent of a single subscriber’s premium.
The draft proposal calls for the employer to contribute at least 50 percent for employees to be eligible for the coverage next year, but that percentage would increase 10 percent per year, until, by the 1993-94 budget year, the employer would
