ondary roads. Highway department policy is to hard surface secondary roads when enough land has been donated for a 50-foot right-of-way. For short distances sometimes the highway department provides hardsurface treatment in areas where water runoff or flooding causes problems.

On a portion of Route 621 between Five Forks and Woodville, the highway department put down hard surface along James J. Kilpatrick’s land even without the necessary deeded right-of-way in order to connect with hard surface sections on the rest of the road. The proposed six-year road plan calls for widening and hard surfacing the road from Five Forks to the comer with The Shade farm at Route 622.
