Many legislators have argued for years that we need a recess after receiving the governor’s proposed budget. We now receive the governor’s budget during the first week ol the session and the individual legislators have no opportunity to study the proposed budget and take it back to his or her district for discussions with local officials and interested groups. Each legislator has his or her own agenda of specific problems to work on, leaving little or no time to sift through a proposed budget containing hundreds of items authorizingthe expenditure of billions of dollars.
It appears to me that too much of the focus has been on the available revenue and the competition for those dollars as opposed to focusing on the justification for expenditures.
